Accessibility statement
We are improving the reading and browsing experience on our Hong Kong websites. This statement explains the changes made, the testing completed and ongoing maintenance.

Accessibility standard and features
We implement website accessibility improvements against the Level A and AA success criteria of the Web Content Accessibility Guidelines (WCAG) 2.0. The footer badge “WCAG 2.0 AA — Accessibility” links to this statement for information about the features, assessment scope and testing methods.
The badge identifies our accessibility implementation and assessment information; it is not independent certification. Automated checks and browser tests do not replace evaluation of actual use with different assistive technologies.
Improvements implemented
- A link to skip to the main content, clearer content structure and more visible keyboard focus.
- Improved keyboard operation of navigation menus and dialogs, with focus returning to the opening control when a dialog closes.
- Improved default contrast for text, links and buttons, and card text that can grow without being cut off when enlarged.
- Form labels, required-field guidance and error messages linked to the relevant fields to help people find and correct input problems.
- Accessibility settings for text size, character and line spacing, colours, link underlining and motion. Preferences are stored only in the current browser.
Scope and assessment completed
This statement covers the following three Hong Kong websites. The assessment covers HTML, CSS and JavaScript pages and processes. Other regional sites, linked external platforms and downloadable files are outside this assessment.

This update checked all 321 public pages in the sitemaps: 117 Traditional Chinese, 107 English and 97 Simplified Chinese pages. Checks covered automated WCAG 2.0 A/AA rules, document structure, identifiers and label references. We also reviewed image alternatives, language labels, tables, keyboard navigation, menus and dialogs, text enlarged to 200%, different screen widths and text contrast. Complete form flows were tested with isolated test data.
Automated tools can identify some barriers. Passing those checks does not establish conformance with every accessibility requirement.
Ongoing maintenance and user evaluation
We review accessibility when content and features change. Actual use with different screen readers, browsers and devices requires ongoing evaluation. Please report barriers involving reading order, image descriptions or any user process so we can investigate and improve the experience.
